2025/26 Pre budget submission

Ahead of the NSW Government’s 2025-26 Budget in June, Urban Development Institute of Australia NSW (UDIA) is calling on the NSW Government to take a longer-term,
investment-driven approach to housing supply, by committing to greater infrastructure
investment that supports and enables more homes to be built.

Development feasibilities have never been more challenged, but we know there are
feasible projects in the market that just need basic enabling infrastructure to start.
Without infrastructure investment upfront, development stalls but the current Housing and Productivity Contribution (H&PC) scheme only collects funding from development after
approvals, creating a critical funding gap.

Affordable Housing Reference Guide

This reference guide has been prepared by Urban Development Institute of Australia (UDIA) NSW with assistance from the Community Housing Industry Association NSW (CHIA NSW).

It provides information to assist developers to partner with community housing providers on the delivery of affordable housing. Its focus is on residential development with a mix of dwelling tenures including market housing and a component of affordable rental housing, including in-fill affordable housing delivered under State Environmental Planning Policy (Housing) 2021. Affordable housing has many definitions ranging from affordable market housing product to affordable rental housing with regulated rents and management. This reference guide deals with affordable rental housing which is defined and managed under a legislative framework by a community housing provider.

2024 Pre-Budget Submission

UDIA NSW acknowledge that in a fiscally constrained environment we must look to do more with less. That is why this submission includes opportunities to reallocate government expenditure to where it is most needed and where it will have the greatest impact, through improving existing systems, or to defer forward estimates to catalyse private industry investment, deliver housing earlier and bring forward the additional associated economic benefits. 2023 Policy Priorities

The UDIA NSW Housing Crisis Action Plan guides UDIA’s policy, research and advocacy as our standing advocacy document. The Plan contains 28 recommendations, emphasising that the deep nature of the current housing crisis needs a multitude of levers to be pulled in order to set NSW back on the right path, and deliver the much needed housing to satisfy our growing population, and meet our Federal housing targets.

Advocacy Campaign

The 2023 NSW State Election prompted UDIA to create our Election Campaign Manifesto – Let’s Tackle the Housing Shortage in NSW – which focuses on 12 realistic solutions across 5 priority areas in our Industry that we believe should be prioritised by the incoming NSW Government. The priorities, and solutions, all centre on addressing the acute housing shortage and affordability crisis that is rife across the state.

Representing the Regions

The regions are an important part of UDIA NSW’s advocacy and membership. We have a strong presence in the regions, with local Chapters operating in the Hunter, Central Coast, Western Sydney, Illawarra and Shoalhaven.
