Emerald Hills Estate is a 1340 dwelling development in Leppington commenced under the Department of Planning’s Potential
Home Sites Program. The rezoning process required resolution of complex environmental and visual impact considerations.
The project involved the first Developer initiated rezoning bio certification process in NSW. This comprised two biobank
agreements and a bio certification agreement with the Minister for the Environment. Macarthur Developments also worked
collaboratively with Camden and Campbelltown Councils to ensure that the Master Plan preserved the landscape qualities of
the Scenic Hills. The Estate’s popularity has exceeded expectations with 1100 lots sold to date.
